【研究論文】 都市大気汚染政策における社会的能力の評価 《PDFで全文ダウンロード》 村上　一真 広島大学大学院 松岡　俊二 広島大学大学院 要　約 　本研究は、能力の評価基準を実証的に示し、それを能力評価に係るフレームワークに位置づけることで、新たな能力評価手法を提案した。まず、日本の都市の大気汚染政策を対象に、行政の大気汚染政策に係る能力要素として、「科学的知見」の提供能力、「環境政策資源」の運用能力、「直接規制」の遂行能力、「経済的支援」の遂行能力の4つを、因子分析により抽出した。その上で、この能力要素の大気質改善への貢献とウェイトを実証的に確認し、評価すべき能力要素、すなわち、能力の評価基準として示した。以上を踏まえて、政策サイクルにおける能力要素の役割を設定し、能力評価に係るフレームワークを示した。このフレームワークであるアクター・ファクター・マトリクスを用いたアクター・ファクター分析は、UNDPで示されている能力評価手法と比較して、評価基準の体系的な整理、効率的かつ効果的な評価実施、能力形成に向けた適切な政策提案の3点において優位性が指摘できた。 キーワード Capacity Development、評価手法、能力指標、因子分析、大気汚染対策

【Article】 Evaluation of Social Capacity for Urban Air Quality Management Kazuma Murakami Graduate School for International Development and Cooperation, Hiroshima University Shunji Matsuoka Graduate School for International Development and Cooperation, Hiroshima University Abstract Since early 1990s, Capacity Development and Capacity Development in Environment（CDE）are discussed in the field of aid assistance. In the current literature, although there is consensus on necessity of capacity development, there is none on its definition as well as its measurement. Regarding this, this study tries to develop a new evaluation method for capacity development. As a case study, we examine the elements of governmental capacity for urban air quality management in major cities of Japan. In this respect, city-level panel data in 1970-2000 period are used in the analysis. By using Factor analysis, we estimate four elements of capacity that contribute to urban air quality improvement. These four elements are further arranged into three factors. Using these factors, we propose an evaluation form called as Actors-Factors matrix. Evaluation method based on Actors-Factors matrix is superior to UNDP,s method in a systematic classifies of evaluation criteria, efficient and effectives evaluation, and appropriate policy design for capacity development.
