【実践・調査報告】 学生評価インターン制度の拡充に向けた一考察
―「ラオスのこども」の組織運営に関する評価調査を事例として―茂木 勇

我が国の様々な分野で評価が導入・検討されるに伴い、「評価慣行の一層の普及・定着にとって専門性を備えた評価人材の育成が不可欠の課題」（長尾2005）といった「評価活動を実践・研究する人材」の確保を模索する動きが出てきている。評価人材を中・長期的に確保・育成しようとするとき、これまでの（1）評価実施機関を中心に進められてきた評価人材育成に加え、（2）大学等の高等教育機関がその役割の一部を担うという方向性も検討の余地がある。然るに、本学会研修委員会が展開する評価インターン事業は、後者（2）との関連で、評価初学者に評価実務経験の場を提供する実践的な評価人材育成事業であると言えるが、評価体験が自己目的化する恐れもあり、評価依頼者にとって有意な評価結果をもたらせたかいう意味における評価の質は、何れの評価インターンも問われなければならないと考える。そこで本稿では、評価インターンとして国内NGOの組織評価調査に参加した経験をもとに、その評価事例を紹介し、併せてその有用性についてPatton（1997）および長尾（2003）が展開する実用重視評価の理論、とりわけ長尾が掲げる実用重視評価の6つの視点に照らして考察を加える。その結果、いくつかの点において実用重
視評価の要素を認めることができたが、同時に課題も見出された。今後の制度拡充のために、評価インターンは実用重視の視点に立ち、結果の有用性に配慮した評価調査を実施することが必要である。

【Development】 A Study of Student Intern Program for Its Promotion
― The Case of Evaluation on Nonprofit Organization Operation of“Action with Lao Children” (DeknoyLao) ―Isamu Moteki

Abstract
Evaluator training systems in Japan have just started and "The Japan Evaluation Society (JES)" gives great impacts on their promotion, especially student intern program managed by training committee seems to be successful as its dawn. Therefore, it can safely be said that student intern program mainly aims at evaluator training, but it doesn't mean there's no need to pay attention to the quality of evaluation. If student intern neglects“utilization of evaluation findings”at all, time and cost participants(clients) paid will be wasted because neither reports nor comments are useless for most of them. This paper first outlines the case study of student intern's evaluation on Japanese nonprofit organization and then examines the utility of it in the context of utilization-focused evaluation. Consequently, looking at the case with six viewpoints of utilization-focused evaluation, some positive elements and challenges are found out through it. In order to develop our evaluator training systems hereafter, student intern should pay more attention to utilization of evaluation findings based on utilization-focused evaluation.
