【研究ノート】 我が国政府開発援助（ODA）の政策評価の研究 ―相対評価の導入― 《PDFで全文ダウンロード》 高千穂　安長 玉川大学 要　約 　「援助疲れ」は、長年の政府開発援助（ODA）による援助が効果をあげず、これ以上のODA供与政策に対して国民が否定的な態度をとったことをいう。ODA政策評価は、「援助疲れ」が意味した、国民が期待する「援助は効果があったのか」という問いに答えるものでなければならない。本稿では、この観点から現行のわが国ODAの政策評価は十分な回答をしているかを問題関心とした。 　ODA政策評価、ここでは国別援助政策とする、の「効果」は、1事業や1施策がどのような効果をあげたかだけではなく、被援助国に対する「国全体としての援助効果」をさす。その場合、国民の時間選好についても考慮する必要がある。 　オーストラリアのオセアニア島嶼諸国へのODAについて政策評価を行ったDr. Hughesの先行研究に政策評価の理論を当てはめつつ、批判的に検討を加え、我が国で行われている政策（国別援助政策）評価の枠組みと国民が期待する回答とのマッチングのための方策について研究した。 キーワード 政府開発援助、政策評価、相対評価

【Research Note】 Improvement in Japanese ODA Policy Evaluation ― Introduction of a Comparative Analytical Framework― Yasunaga Takachiho Tamagawa University Abstract "Aid failure" means rejection of more aid to developing countries due to not effectiveness of aid. Thus "policyevaluation should describe the effectiveness of aid. In other words, this means people want to know the effectiveness of ODA. In this issue, I try to show whether Japanese policy evaluation of ODA answers thisquestion. ODA policy (country assistance policy) evaluation should show "Effectiveness as a whole" instead of for eachprogram or each project. Dr. Hughes introduced comparative policy analysis in her policy evaluation for Australia's ODA for Pacific Islands Countries. I extend this model to "policy evaluation framework" for JapaneseODA Policy Evaluation to answer the national people's questions. At that time, the answer should include"people's time preference of aid effectiveness". When considering policy evaluation, people want to know the following things. "Is the aid effective?" "Is the amount of money relevant?" and "Speaking of effectiveness,what does it mean?" Most "policy evaluation report" for Japanese ODA, do not answer these questions. In this article, I used Dr. Hughes framework and compare the results of Policy Evaluation for both Japan and Australia to Pacific Island countries. I suggest that in case of policy evaluation, we should introduce horizontal view of evaluation. To achieve this goal, the British Ministry of International Development/ (Performance and Effectiveness Department) is a good case for reference. 　 Keywords ODA, policy evaluation, comparative analytical framework
