近年、主要援助機関では多くの国別プログラム評価が行われてきた。しかしながら、インパクトや帰属（attribution）の検証、さらに国別プログラムの評価可能性の問題もあり、方法論は確立されていない。JICAも過去に8件の評価を実施する中で、同様の問題に直面してきた。一方、結果重視や援助協調の進展は、援助効果やその評価の概念に変化をもたらしており、効果の検証においても貢献（contribution）の視点が新たに重視されつつある。本稿は、以上のような問題及び新たな議論をふまえ、国別プログラム評価の改善に向けた実践的な評価方法を考察するものである。具体的には、効果の検証と評価可能性の2つの主要課題への対応に向けて、対象途上国の開発戦略における協力の位置付けを整理したマトリックスを用い、プログラムの妥当性や戦略の適切性を検証するとともに、プログラムの実績を合算し、貢献の概念に基づいて協力効果を評価する方法を提示している。そして評価を活用して国別プログラムを改善し、評価可能性を高めていく漸進的アプローチを提案している。

【Article】 Beyond Difficulties of Country Programme Evaluations

Country Programme Evaluations (CPEs) have been conducted by many donors over a decade. However, themethodology is not well established due to problems related to attribution of impact and evaluability of CountryProgrammes. While undertaking eight (8) CPEs, JICA has been facing similar problems and is now reviewing its methodology. Meanwhile, ODA's shift towards results-based management and improved aid coordination led to review and stronger focus on aid effectiveness including its assessment. This paper is based on the review of discussions on CPEs and on JICA's experiences. It proposes a new practical methodology for CPEs. Major features of this methodology are use of programme evaluation matrix to verify the relevance of interventions, aggregation of programme performance, and assessment of programme effectiveness in applying the concept of "contribution". This paper also proposes gradual improvement of Country Programme's evaluability.
