【研究論文】 イギリス会計検査院による評価事例の研究 ―有効な外部評価制度の条件を求めて― 《PDFで全文ダウンロード》 平松　英哉 同志社大学大学院 eja1101@mail2.doshisha.ac.jp 要　約 　これまで、わが国の評価制度は内部評価制度に重点を置くかたちで発展してきたが、近年外部評価制度に求められる役割も高まりつつある。しかし、わが国における外部評価制度は未発達であり、現在でも試行錯誤の段階にあるように見える。本稿ではイギリスの会計検査院（NAO）による最近の評価事例（大気汚染度改善政策、NHS救急指定病院における病床管理、およびNHS救急指定病院における退院遅延問題）を取り上げ、これらがいかに政府の意思決定改善ならびにアカウンタビリティの確保に寄与しているかを示した。またNAOがこのような評価活動を可能にしている要因を明らかにし、それをもとにわが国の中央・地方政府における外部評価制度への提言を試みている。 キーワード 外部評価、NAO、大気汚染、NHS

【Article】 External Evaluation: a Case Study of the UK National Audit Office Hideya Hiramatsu Graduate school of law, Doshisha University eja1101@mail2.doshisha.ac.jp Abstract In recent years, the Japanese national government and local governments have paid more attention to the role of the external evaluation systems, but these evaluation systems have not played the roles. This paper reviews the three cases of the evaluations of the UK National Audit Office, and describes how those evaluations contribute to improving the decision-making process and accountability systems of the UK Government. This paper also analyses what factor enable the NAO to accomplish more sophisticated evaluations, so that provides the idea how to establish more effective external evaluation systems in Japan.
