【実践・調査報告】 ローカルマニフェストが地方自治体及び 評価制度に与える影響− 《PDFで全文ダウンロード》 鎌田　徳幸 岩手県立大学大学院 kamanori3@ybb.ne.jp 要　約 　2003年4月に行われた統一地方選挙（都道県知事選挙）以降、マニフェスト（政策綱領・政権公約）が急速に注目を集めることとなった。そして、2003年11月に実施された衆議院議員選挙では各政党がマニフェストを掲げ、選挙に臨んでいる。 　本稿の前半では、ローカルマニフェストの内容を概観しながら、ローカルマニフェストが地方自治体のマネジメントに与えた影響を把握した。 　後半では、評価制度を「ローカルマニフェストが実現するためのマネジメントツール」ととらえ、現行制度の課題を把握した。把握された課題は次のとおりであった。 （1）評価結果を予算に反映させること以上に、課題や問題の原因分析に重点を置いた評価制度とする必要があること。 （2）実績が随時に把握できる情報を評価に活用し、マネジメントを適切に行う必要があること。 キーワード 政権公約、ローカルマニフェスト、地方自治体における評価制度

【Development】 Influence of Local 'Manifesto' on the Administration Practice in Local Government and Its Evaluation System Kamata Noriyuki Graduate School of Policy Studies, Iwate Prefectural University kamanori3@ybb.ne.jp Abstract The word of‘Manifesto’has suddenly gotten popular in Japan after the national election held in April 2003. In the first half of this paper, we review actual examples of some local manifestoes and assess the degree and extent of their influence on the administration practices of those local governments. Then, in the latter half, we try to examine the influence of the manifestoes on their evaluation systems. Through these systematic reviews and examinations, the following points become clear for us. 1. In designing an evaluation system at local government, importance of problem identification and analysis should be stressed based on the stated local manifesto. 2. In managing the local government, periodically collected information should be integrated and utilized to the governmental evaluation activities.
