【研究ノート】 イギリスにおける公的サービス視察制度の比較研究 山中　秀幸 東京大学大学院 教育学研究科博士課程 yamanakahideyuki@hotmail.com 要　約 　本稿はイギリスにおける複数の公的サービスに対する様々な形態の評価制度、特に「視察」と呼ばれる他者評価制度の比較検討を目的とするものである。近年イギリスにおいて、NPMの名の下に、外部の人間をも評価者に含む、公的サービスに対する視察体制が発達した。 　これらの視察制度の発展には二つの方向性が見受けられる。一つには、業績評価やリーグテーブルの整備に見られるように、測定可能な「アウトプット」の重要性が強調されるようになったということである。もう一つの方向としては、「プロセス」の監視に関心が寄せられるようになったということが指摘される。 　本研究では、従来なされてきた視察制度の展開を一律にNPMに帰する議論を再検討し、各視察制度間の類似点や差異を把握するために、教育、警察、医療の3つの領域の視察制度を取り上げ、各視察制度の展開を比較することを目的とする。 　比較の結果、同時期にNPMにおいて行われた改革であっても、視察対象となる領域によって差異があることが確認された。 　特に、教育と警察ではその方向性が互いに逆方向であり、「普遍性」を特徴とするNPMであっても、その領域の特性に影響を受けていることが明らかとなった。 キーワード NPM、イギリスの視察制度、教育水準局、警察監察局、監査委員会

【Reserach Note】 A Comparative Study of Public Service Inspection Systems in Britain Hideyuki Yamanaka Graduate Student of Education, the University of Tokyo yamanakahideyuki@hotmail.com Abstract The purpose of this study is comparing different types of evaluation systems, in particular, "inspection systems" in the fields of public service in Britain. Recently, these evaluation systems that involve outsiders has developed in the context of NPM. There are two types of direction in the development of these systems. One is emphasis on importance of "output" that is observed from performance evaluation and league tables. Another type is increase of interest in monitoring the "process" of public service. Thus, this study aims to reexamine the theory that inspection systems have been developed in the context of NPM, and to grasp the similarities and differences in each of the systems. To the aims, the study is comparing these inspection systems in education, constabulary and medical care. It has been confirmed that each NPM development has been conducted contemporaneously but there are differences between fields of inspection. The directions of development in education and constabulary were reverse each other. The NPM is known for its "universality" but this study found out that it can be influenced by characteristic of each field.
