【研究ノート】 日本の官民連携が現場レベルに与えたインパクトと 日本国内に及ぼした影響に関する調査 −GIIを通して検証− 池上　清子 国連人口基金東京事務所長 unfpa@cronos.ocn.ne.jp 高橋　径子 財団法人オイスカ mtakahashi@oisca.org 要　約 　外務省は2001年度、1994年から日本政府にイニシアティブでスタートしたGII（=Global Issues Initiative on Population and AIDS）が2001年3月で終了したことを受け、プログラム評価を実施した。その一環で、官民連携によって現場レベルに与えたインパクトと日本国内に与えた影響について評価調査を試みた。 　官民連携のコンセプトは長年言われ続けてきたが、その過程で官民連携に留まらず、開発協力に従事する様々な関係者が連携しあうネットワークの出現を中心として、新しい動きがみられるようになった。GIIでみられた官民連携や他のドナーとの連携を中心とする様々な試みが、他の分野においても実践されつつある。 　1994年以降の政策レベルおよび現場レベルの双方での実践を振り返り分析し、｢連携｣を鍵に好事例の抽出を行うと同時に、課題点･問題点を検証し、今後の「連携」のあり方に対する提案を行う。 キーワード 連携／協調、パートナーシップ

【Reserach Note】 Studies on Impacts of Public and Private Partnership both at the Field Level and Policy Level through the GII Program Kiyoko Ikegami UNFPA Tokyo Office unfpa@cronos.ocn.ne.jp Michiko Takahashi OISCA-International mtakahashi@oisca.org Abstract The Japanese Government conducted a final evaluation study of the GII program, which was announced in 1994. As a part of the study, the impacts of activities through public and private partnership/collaboration both at the field and policy level was conducted. The concept of the public and private partnership and collaboration has been focused for long. On the process toward the realization, a new movement has occurred beyond the GO/NGO collaboration, and partnership among other development players as well. GII has created a model of partnership, which is to be replicated to other sectors. By taking a backward glance at the seven-year program of GII, best practices and challenges are identified, which provide recommendation to the development activities in terms of strengthening the partnership.
